First of all, actually, I don't have the intention to give any comment on the ex-webmaster's work for the rules and guidelines, even there is wording problems as you said. If you have any question, I think that you two can debate on it. I am better not involved in the middle.
Secondly, I also have the different opinions on the English only issue, if it is possible, I would like to change it as that as long as the topic is related with the english issue, it is possible to be published in the english salon, since sometimes we do need the native language to clarify the point in deep level , such as that Mr Crcanial did the fabulous dialogue translation between me and ozimex999. the other thing is that we have to cater to English learners in different level . But I totally agree with rules and guidelines on the second, third and fourth point.
In the end, By the way, I am not good at wording too.
But I would like to make a try, to see if it will satiate your interest.
I simply classify the people and things seperatelly, and get rid of redundancy and double negative in the sentence as I think.
